Preheat your oven to 375 Fahrenheit. 
Rub the beef ribs with the salt and pepper, add more to taste.
Use a oven safe skillet or deep dish pan and add the olive oil evenly to grease the pan.
Cook the ribs over high heat and sear in a pan for 3 minutes, then place the ribs on a plate. 
Add the garlic to your pan or skillet and saute the garlic for 2 minutes. 
Add the dry red wine and simmer the ribs for 3 minutes on low heat (optional, you don’t have to add red wine).
Add the beef bouilon, short ribs, and the cooked juices from the plate back into your pan and simmer for 1-2 minutes.
Next cover the skillet and place in your oven and braise them for 1 hour, 30 minutes.
Serve the short ribs with their own juices over each serving and add your choice of sides, cauliflower mash, veggies, or some potato if you had a tough workout.
